The EACA NPU-W Committee is made up of the eight representatives who represent East Atlanta on NPU-W: Ed Gilgor, Dean West, Dennis Madsen, Martin Shelton, Julie Simpson, Larry Felton-Johnson, Jason Howard, and Andy Schneggenburger.
GENERAL INFORMATION
If you live in the City of Atlanta, Georgia, within the communities of East Atlanta, Grant Park, or any of the six SAND neighborhoods of Benteen Park, Boulevard Heights, Custer-McDonough-Guice, Ormewood Park, or Woodland Hills, you live within the geographical boundaries of Neighborhood Planning Unit W. NPU-W was created by Charter of the City of Atlanta Part III, Chapter 3, Article B, Section 6-3016. NPU-W was “established for the purpose of advising the City, including the Mayor, Council, and any Department or official of the City, on all matters affecting the well-being of residents of, and the general environment of, the neighborhoods within the boundaries of NPU-W. NPU-W shall conduct citizen hearings and serve as citizen liaisons to gather and distribute information on any and all concerns or issues affecting the citizens within NPU-W.” NPU-W met for the first time on May 18, 1978 and has been meeting on a monthly basis since its inception.
NPU-W reviews every application for an alcohol license; a change in classification of zoning; a special use permit, a special exception or a variance from the zoning ordinances; a festival permit; the creation of a new subdivision; any change in fees charged by the City; and any changes to the Comprehensive Development Plan within the NPU-W’s geographic boundaries. Furthermore, NPU-W is often asked by the City to comment on various other items of significance such as the Moreland Avenue Corridor Study, the Beltline Project, and similar matters. Also, the NPU-W can comment on whatever matter it sees fit.
NPU-W Meetings
NPU-W meets at 7:30 PM, every fourth Wednesday of the month at Martha Brown United Methodist Church, 1205 Metropolitan Avenue. However, in November and December, NPU-W meets on the second Wednesday of those months.
NPU-W Minutes
The minutes of NPU-W meetings can be found in the Porch Press, which has a circulation of approximately 5,000 households throughout NPU-W, in addition to being available in multiple commercial locations.
System of Governance
NPU-W uses a hybrid representative system of governance in that the three major neighborhoods, East Atlanta, Grant Park, and the SAND communities of Benteen Park, Boulevard Heights, Custer-McDonough-Guice, Ormewood Park, and Woodland Hills, each elect eight representatives, for a total of twenty-four. However, any resident may effectively appoint themself to serve as at At-Large member by attending three NPU-W meetings within a twelve month period and thus obtaining voting rights.
NPU-W Officers
NPU-W’s twenty-four elected representatives elect three officers: a Chair, a Vice-Chair, and a Secretary.
NPU-W's elected leadership for 2007 is as follows:
• Ed Gilgor of East Atlanta was re-elected to serve as Chair of NPU-W
• Fred Smith of Ormewood Park was re-elected to serve as Vice-Chair of NPU-W
• Christopher Bryant of Grant Park was elected to serve as Secretary of NPU-W

NPU-W Land Use & Zoning Committee
The NPU-W LUZ Committee meets on the first Tuesday of each month at 7:30 at the Georgia Hill Neighborhood Center, 250 Georgia Avenue. Susan Crozier of Grant Park continues to serve as Chair of the NPU-W LUZ Committee. Ms. Crozier may be reached at npuw.landuseeaca.net or (404) 627-3256.
NPU-W Public Safety Committee

NPU-W Transportation Committee
The Transportation Committee meets on the Thursday of the week prior to the NPU meeting at 7:00 PM at the Martha Brown United Methodist Church, which is accessed by parking behind the church on Moreland Avenue.
