East Atlanta Community Association Meeting - 5/14/02

The meeting was called to order by the president at 7:30 pm. New
neighbor recognition followed. Kudos and a gift basket to Carter
Smith for his efforts with Music Midtown. President also gave thanks
to all who volunteered at Music Midtown and those who worked as
volunteers for Tire Amnesty Day. Also mentioned the East Atlanta
Kids Club who received a Blank Foundation Grant.
Fifth District councilwoman Natalyn Archibong was present and introduced
her assistant, Jash Perry. She commented that 1500 tires were collected
in District 5 on Tire Amnesty Day, an event sponsored through her
donation of $1000 from her council budget. Ms. Archibong also recognized
the work of the Friends of East Atlanta Library. She recognized
the efforts of 252 students, Coca-Cola scholars, who planted flowers
near Brownwood park. Coca-Cola Foundation wanted to show support
for the community in light of the dog poisonings in Brownwood Park.
Councilwoman Archibong has scheduled a town hall meeting for June
22 from 2:00-5:00 pm at Crim High School.
Fire Hydrant update: Ms. Archibong met with United Water and Chief
Minor. She asked for a list of hydrants and the schedule for their
repair. Her office will keep United Water under pressure.
President recognized Ms. Gail Holloman, manager of the East Atlanta
branch of the public library. Also recognized Rev. Dolly Mahone,
NPU-W Chair and Kelly Robinson from Cathy Wollard's office.
Fire Department
Report given by Mike Simmons, captain of C Shift. The fire hydrant
inspection is complete. Out of 450 hydrants, 10 are out of service.
Capt. Simmons gave information as follows: to report parking in
front of hydrant, call Zone 6; to request fire hydrants painted
yellow, call 404-330-6501, Jason McCrary; to request closing one
side of street, call Cedric Shipman at 404-330-6501. Last item must
be accompanied by a citizen's petition.
Apparatus Dedication - Station is still looking for a suitable
date, preferably on a Saturday. Suggestions are encouraged.
Police Department
Pedestrian robbery suspects apprehended (3 incidents). Two shoplifting
incidents reported on Flat Shoals.
Ruby Naylor reports there is an increase in Neighborhood Watch
Programs, particularly on Jobeth and Maynard Terrace. Candler Park
is sponsoring the June 18 meeting of the Zone 6 public safety chairs
and the presidents of EACA and EABA. Painting Day at Zone 6 is June
1 from 8:30 am - 1:00 pm. Two reports of random gunfire were made
last month (April).
New Business
SouthStar
Currently, EACA has three members on the SouthStar board: Suzanne
Burnes (SouthStar president), Jacinta Bender, and Charles McCullough
(who mentions it is time for him to cycle off board). Dennis Madsen
has already volunteered. Bob Hovey volunteered at this meeting.
Mention was made that representation on board should reflect the
community.
East Atlanta Strut
Shawn Ergle commented on Strut and urged donations, volunteers and
sponsorships.
** Village Development: village maps were given out to visitors.
Brett Aks donated time and effort to this project. Next phase being
investigated - TV spots for the village. A master plan has been
implemented with a memorandum of understanding with SouthStar. Waiting
approval from the City. No time line in place yet; it is still in
the Planning Department. Bidding will take about six months. Participation
encouraged in all phases, beginning with design. ** Traders put
in two planters at Abe's parking lot to enhance beautification of
area.
Other Information Items
Two new businesses are opening in the Village: The Village Vet and
an Australian Bakery. Also, the Thai restaurant will be open in
the next couple of months. A lease has been signed for parking for
the theatre. Work should begin in a couple of weeks.
Land Use & Zoning
EACA's vote was 42-0-0 for a porch addition at 448 Blake. New subdivision
at 1896 and 1910 Flat Shoals: EACA voted to support, 34-3. Linda
Dunlevy spoke for the developer and mentioned that subdivision would
consist of 23 lots, which are part in Dekalb County (zoned R75)
and part in Atlanta city (zoned R4). Lots would average 9,000 sq.
ft. Two detention ponds are planned for storm water runoff.
Dennis Madsen mentioned that an ordinance is under consideration
by the City of Atlanta that would allow narrower streets. More information,

Good News Café is putting in an application for a beer and
wine license. EACA took a straw vote of approval. They will return
when application is in place for an official vote.
Corkie Scarborough wants to open a restaurant at Ormewood &
Moreland (old drugstore site). Site is officially in SAND but EACA
voted its support 28-1-6.
Sam's Pizza (Moreland Avenue) wants to transfer beer/wine license
to new owner. EACA's vote: 17-6-1.
Beautification
East Atlanta Village cleanup on Saturday, 9:00 am, Bank of America
parking lot. Bring gloves.
Friends of East Atlanta Library (FEAL)
Next meeting at Branan Towers at 7:00 pm, just prior to the EACA
meeting. Core samples have been taken. It will be approximately
six months to the groundbreaking. FEAL is proposing that EACA send
a letter requesting that the organization be allowed input. EACA
voted to approve sending this letter. The design process is underway.
East Atlanta Kids Club
Meets at Branan Towers while Brownwood Park is under renovation.

Other
Steve Carr asked members to question environmental issues. He is
also soliciting landscapers for help in solving Mr. Davis (McWilliams
Ave.) drainage problem.
Note: sewer rates will probably rise up to $100/month/customer.
Next month he will bring ideas on saving water. He is still looking
for topographically challenged land.
Transportation
MARTA is again discussing running light rail down I-20 and other
options. Ken stressed the importance to our neighborhood and urged
someone to volunteer to monitor transportation issues for EACA.
Steve urged attendees to pick up an APAB Transportation Committee
questionnaire for any issues involving transportation.
