The President, Elena Kaplan, opened the meeting at 7:35 pm by introducing herself and asked any new attendees to introduce themselves.  She announced several committee chair openings, explained the various opportunities for member involvement, and asked for any interested to contact her.

Atlanta Police Department - Zone 6
Major Banda was in attendance this evening. The Village’s new night beat officer, was currently responding to a call, but would be present at future meetings. Major Banda reported that crime in Atlanta was down 6% overall in 2003 and down 8% in Zone 6. He thanked the residents and business owners for their participation in helping the police department fight crime. A weekly synopsis of crime in Zone 6 is currently sent to Ed Gilgor, EACA’s Public Safety Officer. Ed forwards the information to the community via the EACA listserve. If you would like to receive this information, inform Ed via e-mail at publicsafetyeaca.net. Major Banda indicated that he is happy to advise on any issues regarding public safety. Atlanta Fire Department - Station 13
Smoke detectors and car seats are available at the station, as well as guidance on proper installation of car seats.  Information is also available on fire safety.  Remember that colder weather brings an increase in the need for safety with all items that provide heat.  Check filters, plugs and heaters regularly.  Keep an eye on any neighbors who may not remember to stay warm safely.  Monthly reminder to put identifying house numbers on both sides of mailboxes and use at least 6 inch reflective numbers on houses.  The number of fires reported in the EACA area is down.

Reports from Public Officials

Natalyn Archibong, 5th District Councilperson, announced plans for the new fire station were currently being reviewed by an architect with Inman Park Properties.  Inman Properties has offered to provide the lot for the new station, but due to land costs and constraints, the standard 1-2 acre plan is unrealistic.  The review will provide options to help fit the station in available space.

Library Update:  Ms. Archibong has received a letter from Commissioner Graves of Fulton County regarding the library permit dilemma.  Fulton County has taken responsibility for the issuance of library building permits and will conduct the necessary inspections.  This resolves, at least temporarily, the most recent obstacle in getting the library built.  Henry Bryant asked that everyone stay informed and ready to act should any further delays present themselves.  Construction on the new site at the corner of McPherson and Flat Shoals is expected to start by February.

Several traffic analyses will be conducted in the EACA area in the coming weeks.  The analysis required on Flat Shoals to reduce the speed limit to 25 mph should be finished by January 26.  Ms. Archibong has a verbal approval from the DOT and has been promised meaningful progress on the Glenwood sidewalks.  Work should commence by the end of the month.  A continuous line of walkway along Glenwood in Dekalb County will take more time due to money shortfalls.

Treasurer’s Report
The EACA body unanimously approved expenses incurred at the East Atlanta Copy Center ($19.26) and a second approval for $258 to replenish the supply of EAV t-shirts.

Kingfisher Academy Food Drive
The Kingfisher Academy is conducting a food drive throughout the month of January.  Representatives thanked those who brought contributions to the meeting and reminded others that donations can still be dropped off to the barrels at the school.  The Academy’s goal is 1000 pounds of food to be donated to the Atlanta Food Bank.
