August 12, 2008 EACA Meeting

  7:05 p.m. Meeting Called to Order

Opening Comments – Myron Polster
Introduction of Ken Rose – Moreland Ave/Southstar Community Development Corporation
-  There will be the addition of a traffic signal off the west-bound I-20 ramp at Moreland for the left-turn lane.There will also be an altering of pedestrian crossings at I-20 interchange to be more pedestrian safe – pedestrian island, etc.
-  Currently working on extended project to restore crosswalks on Glenwood Ave that were removed ; received agreement this week to walk and ID where those crosswalks should be located

State Representative – Robbin Shipp
-  Ms. Shipp summarized several pieces of current proposed legislation (Ms. Shipp would like to hear the opinions of her constituents regarding these issues):
o  Atlanta/Fulton delegation legislation proposed to dis-band the Atlanta Public School Board and to take it under the auspices of the City of Atlanta
o  The General Assembly passed a limited vouchers program for special needs children in the past; there is now another voucher program being brought forward for all public schools in GA
-  Congressional Page program for youth ages 12-17 – if interested, contact Robin

Police Report – Lt. Boyce
-  Several Zone 6 Officers recovering from health-related issues
-  Previous weeks’ large issues with auto larcenies and burglaries – Addie Ladine Gray was arrested
-  Seeing an emerging robbery problem in terms of vehicles being carjacked on morning watch hours (11 pm - 7 am), black male with handgun; some leads being actively followed-up on
-  Zone 6 will be working a joint detail with South Dekalb Police Wed – Friday (8/13/08 – 8/15/08) to see if any progress can be made
-  Andre Keith Greer released 8/9/08 and is now wanted for breaking into cars (sometimes works with John Spurley)

Burgess-Peterson Academy – Robin Robbins
- New Principal Robin Robins came from Mary Lin Elementary – contact @ 404.802.3400 or rcrobbinsatlanta.k12.ga.us -  Burgess-Peterson is a Title I school – most students come from homes at poverty level or below and Ms. Robbins is seeking community involvement to improve the school:
o  Ideas:
  Hosted community nights at various establishments – “Burgess-Peterson Academy” Night
  Calendar put out into the community listing school events (i.e., Fall Festival October 24th)
  Use Burgess-Peterson parking lot as a resource to host certain events or to park cars safely

o  Immediate needs:
  Uniforms – need items donated (white polo tops/blue bottoms) to build Uniform closet – donations can be brought to school
  A community volunteer to help bring cultural awareness programs to enhance the curriculum
  Business/Community partners within EACA
  LEAP meetings are being requested to be held at Burgess-Peterson
  Volunteers to come in and tutor struggling students

Crime Report – Jennifer Murray
-  There has been a leveling in the number of burglaries, down from 31 in May to 13 in July.
-  Uptick this month in pedestrian robberies (6 vs. 3 in June)
-  Crime is up 81% YTD overall, up 56% over July 2007 however we are on a downward trend as compared to previous months (i.e. vs June, we are down 6%)
-  In terms of crime breakdowns, auto larceny (with 17 instances in July) is still the most frequently reported crime, down from 28 instances in June.  Burglaries have been generally leveling off over the last 6 months at about 13/month (with the exception of May)

East Atlanta Security Patrol – Myron Polster
-  We can have as many hours of an off-duty police officer in full-uniform, on the police scanner, responding to calls as long as we can fund them – the more members we have, the more hours we can fund
-  In the history of EASP, we have had no armed robberies in the village when EASP officers have been on duty

Liquor License  - Myron Polster
-  Empire Package
o  Flat Shoals & Fayetteville Road
o  Signed Good Neighbor Agreement (with a couple amendments related to single servings of alcohol)
o  Motion to approve conditional upon NPU-W approval (19-4-0)
