East Atlanta Community Association The purpose of EACA shall be to promote a high quality of life for all residents of East Atlanta regardless of race, age, sex, or economic status. EACA encourages well planned residential and business development, and the renovation of existing dwellings and businesses. EACA insists on a safe community where residents do not fear crime or an environment of intimidation. EACA requires that the Atlanta Public School System meets the broad educational needs of the Community. EACA seeks for its residents the highest quality of city services. Above all, EACA seeks the development of a sense of community pride and belonging within the East Atlanta community.

2005 Objectives (Draft) 2005 EACA Objectives – DRAFT
Safety:
1. Security Patrol: Finalize process and rollout early 2 quarter.
2. Neighborhood Watches:
- Work with Council Member Archibong’s Office and Zone Six to Set Up 2 watches to use as models for East Atlanta
3. Pedestrian Safety:
- Develop plan for maintenance, modification, and improvements by 12/31/05
- Develop plan for enhanced enforcement of laws with Zone Six
Growth Planning:
1. Land Use Planning:
- Bouldercrest Triangle NC Zoning Assessment by 6/30
- EAV Proposed Revisions to NC-2 Zoning
- Inclusion of South Moreland Corridor Study into CDP
- Adopt Applicable Elements of North Moreland Corridor Study for Moreland Avenue South of I-20 into CDP.
2. Commercial Needs Assessment:
- Develop Comprehensive Needs Assessment for East Atlanta by 12/05.
3. Transportation:
- Develop Comprehensive Transportation Plan including pedestrian, biking, driving, and Mass
Transit by 09/01/05.
4. Education:
- Improve communication, interaction, and coordination with Burgess Elementary, Neighborhood, Charter Elementary School, and Charter Middle School;
- Work to get East Atlanta from Secondary Attendance Zone into Primary Attendance Zone of Neighborhood Charter Elementary School.
Environment:
1. Code Enforcement:
- Work with Housing & Codes Compliance Enforcement Officer, City Solicitor’s Office, Zone Six Commander and Council Member Archibong’s Office to develop a comprehensive strategy for identifying code violations, reporting the violations, and tracking the actions taken.
- Work with Zoning Division, City Solicitor’s Office, Zone Six Commander and Council Member Archibong’s Office to develop a comprehensive strategy for identifying zoning (building permit & construction issues, impermissible business operations) violations, reporting the violations, and tracking the actions taken.
2. Village Maintenance:
- Develop Strategy for keeping Business District and immediately surrounding areas clean by 06/01/05, including possibility of hiring a service to clean and maintain public space (EABA support required).
3. Brownwood Park Master Plan:
- Develop Master Plan by 08/31/05
- Develop Funding Strategy for Master Plan by 12/31/05
4. Village and Neighborhood Branding:
- Develop branding strategy for the East Atlanta Neighborhood and East Atlanta Village.
- Develop communication plan to include a press kit promoting East Atlanta, ensuring media
properly references Neighborhood and Village.
- Develop updated signage promoting the neighborhood as a whole
(e.g. I-20 DOT signs, updated Village entrances, new street sign toppers and yard signs).[list]
Some EACA Accomplishments for 2004 Some examples of accomplishments for 2004 are:
- New library being built at the intersection of McPherson and Flat Shoals.
- Working on new site to build a new fire station in East Atlanta.
- New street improvements on Flat Shoals in the business district, including new sidewalks, curbing, trees, landscaping and street furniture (benches, lamps, trash cans, etc.). Scheduled to start in Spring 2005.
- Notoberfest – the East Atlanta Beer Fest ... more than 700 attended.
- Earth Day East Atlanta Clean-up - On April 24th, were more than 50 volunteers picked up several hundred bags of trash and several hundred tires.
- Hands-On Atlanta Day -- A very successful clean-up of the East Atlanta Village, Brownwood Park and Sylvester Cemetary.
- Battle of Atlanta commemoration in Brownwood Park (in partnership with Councilwoman Natalyn Archibong (several thousand men died in the East Atlanta area).
- New sidewalks from I-20 to EAV (thanks to Councilwoman Natalyn Archibong and the Public Works Department)
- Working with the city to stop flagrant code violations.
- Working with the city to provide grants and volunteers to do upkeep and house repairs for neighbors who are unable to maintain their homes, due to health or financial problems.
- Working with the East Atlanta Business Association, the joint EACA/EABA ad-hoc Marketing Committee and the Southstar Community Development Corporation to market our community including EAV O'ween, the Lighting of the Village, and Meet your Neighbors!
In addition to these special projects, EACA also has ongoing tasks in terms of improving pedestrian safety within our neighborhoods by lowering speed limits, installing traffic slowing devices, and improving the marking of crosswalks. EACA also works actively with
the Police Department to make the neighborhood as safe as possible for all residents in addition to reviewing all zoning exceptions, variances and alcohol licenses.

While I know that we are all busy, I think you’ll find that spending a few hours a month attending EACA meetings or events or helping with its volunteer projects will be time well spent.
